"We declare a moratorium and we will not inform anyone about movement of troops across our own territory," he said according to a report by the <em>Interfax</em> news agency today. Ivanov added that the moratorium would last until all NATO countries have ratified the 1990 treaty in its 1999 revised form.</p></div></body>
